Sober made a great discovery and I think this is the fix to this issue.
He noticed a depth of water that all boat will get stuck at during their patrol waypoints (guarding harbours). This or they are docked, is what is causing this dumb DD.
I have been meaning to fix this in OHII - it will happen soon
