I just took a look at the same location in my Basic.cfg, and mine looks like this:

;[SUBMARINE_AMMO10];IXD2
[SUBMARINE_AMMO9]

I'm pretty sure that's the way it should look.

[edit] I always keep a stock copy of the Data folder in a safe place, and that is exactly what the stock version looks like as well. The way you have it shown in your OP seems to be broken.
