Kudos to you, my friend! Putting the Mods folder and JSGME in the SH4 folder did it! You da man!
Hell, at my age I have a hard time remembering what I had for breakfast a couple of days ago, let alone remembering what arcane, voodoo rituals I had to invoke when I installed a game almost 2 years ago.

Side note: On my old XP system it took 8-9 minutes between double-clicking on the SH4 icon to getting to the point where I could actually play the game (I'm not exageratting). On my new Win7 system, the game loaded up in about 6 seconds!
Now I have to retrain myself to go pour a beer BEFORE I double-click on the SH4 icon.
