Yes and no.
The Brazilians have been doing "selective" deforestation for several decades, and replanting much of it with soy beans. This reduces the amount of gasseous carbon taken out of the atmosphere. The soy beans are then used to make biodiesel fuel, which is used in greater abundance in Europe than America, thus putting all of the originally solid carbon into the atmosphere.
So.
Invade Brazil, Chile, and Columbia. Overthrow the socialist regimes and execute everyone that resists. Build nuclear power plants and breeder reactors to support their energy needs. Rebuild roads and ports. And then use the newly constructed transportation infrastructure to start replanting trees deep inside the forest canopy and all around it's border. The new trees will gain solid, dense mass from the gassous carbon, thus removing the carbon from the atmosphere, and returning the climatic balance to the north and south poles.
