MAke sure you have enough RAM more than 1Gb and use the 4Gb Switch.
Make sure to disable the Merged Campaign files if you don't plan sailing into exotic waters.
A HDD with decent RPM
Remove mods you don't really need.
Try GWX only (without any other mods) and give us an estimate of you loading Time.
