New copies of SH3 should already be fully patched to v1.4; it's unlikely that you'll have to patch the game if you just bought it. If you aren't sure, after you install the game go to the game folder and right click on the Sh3.exe file and click on Properties, then the Details tab of the Properties box. If it says File Version 1.4.0.1 then you're good to go.
