It can happen. I was returning from an Atlantic patrol north of Scotland when my watch crew spotted HMS Nelson and HMS Hood sailing together at night with no destroyer escort. I was in a perfect position to make a night suface approach and attack, but I had expended all my torpedoes and I don't think the deck gun would have cut the mustard! So I let them pass and carried on towards my home port. This adds to the realism for me.
