Those are time compression changes. sober's settings will give you a very slow and safe gameplay experience.
For values with a comma, the first number is the default value while the second value is with Travel Mode active.
These define pause and real time, don't change these.
TimeStop=0
RealTime=1
This means that if you get the "shallow waters" message the game will slow down to 1x TC. Travel mode lets you race through these areas at 32x.
LandProximity=1,32
This is if you've taken critical damage, again 1x or 32x for TM.
CriticalDamage=1,32
This value allows your crew bonuses to still apply. I think by default they are 32, so this lets you go as high as 256x and keep crew bonuses.
CrewEfficiency=256
Spotted an airplane? Probably want to drop to real time!
AirEnemyDetected=1,32
Sound shuts off over 8x TC
SoundEffects=8
This is usually the same as the 3DRender below, basically if you're in a 3D view you're limited to 32x TC

Max TC totally... default is 8192, but with all the mods these days anything over 1024 is gonna be really difficult to handle, sober limits the max to 256 or 132 in Travel Mode

I personally use a mixture of the somewhat dangerous but easy to use default values and some of sober's ideas. The crossing from Germany to England is... extensive with a max of 256x and in the Atlantic you're talking an hour and a half real time to cross the Atlantic.
So I went with:

Now, even though I have maximum at 1024, I rarely go above 256 anyway. But I wanted to leave the choice there for crossing the great open seas in less than an hour due to play time restraints. Around harbors or while hunting though I usually keep it to 64 or 128 though.
