The only thing would be that they certainly would need extra training, as they will deal with civilians most of the time.
And there also have to be a concurrent effort to dry out the cartel's profits, as money is their most powerful weapon. This could only work by a legalization/decriminalization of illegal drugs and genuinely fighting their other businesses, e.g. human trafficking.
