That is separation of powers.

No conflict of interest, no Posse Comitatus concerns. The military does what they do best and LE does what they do best.

No one can criticize a nation such as the United States from using its military to provide national security of its borders. The military will not interfere, nor even be involved, in any and all legal crossings at the designated entry points. Hence the military exclusion zones.

It is too simple and makes sense. It also do not offer profit opportunities for PMCs (aka mercenaries) nor new hardware orders for defence contractors. In top of that it hardly offers free lunches/dinners nor campaing contibutions to politicians. Therefore it can't be good solution, can it?
