The clever workaround by GWX is to ask you to do a shakedown patrol -as real commanders did to test out their boat's and crew's capabilities before going on a real war patrol-. So do like them, go out of port, make some crash dives and test flank speed for some hours and then go back to port and prepare your boat for the serious thing
