The most common cause for this is not having a watch officer on deck. The way the mod is coded, the command can only be executed if the WO is on station.
If he's there and you're still having issues, then I'd double check to make sure the 7z archive was unpacked properly before being enabled. Try disabling and then re-enabling in case one of the files failed to copy correctly.
If you try that and it still doesn't work, then I'd re-download the mod from another source. Not sure where you got yours, but there's always a chance it could be a faulty DL or even contain a corrupt file.
