Welcome Misterton, there's a reason behind the inverted tools.
Have a look at the pic here (Same one as above):

Notice as you drag the tool out the line that extends thru the tool is showing the correct bearing (With regards to North) in this case 280deg.

If tool was correctly orientated it would have read 100deg the incorrect bearing from your sub to the point your plotting.
Where is is very handy, is in plotting a targets course. If you have 2 points that the sub is heading, draw a line thru the points and on past the target.
Now reading the line that you've drawn from the first point to the tool will show the targets heading (This you need for manual targeting to enter into the TDC for firing solutions).
