AFAIK you can't adjust it in-game. Prior to launch would be your best bet.

Simplest way is to take your radio man off duty. Leave the station empty and a little sanity should soon follow. The other option is to install the following mod:

It basically cuts the chatter down to the bare essentials so you can go about your business in relative peace.

Normally this happens when the TC is too high, so the poor sods don't get a chance to spawn. Try lowering it a bit and see if they make a triumphant return.
