Good question, hopefully not many. That's not wery effecient way to make any attacks. i.e., to go down to 30 meters "blind". You just loose too much time and are not been able to see your target via "sparing" use of the periscope. Between observing the target, going down and coming up again takes so much time that the target may well have been changed it's course and you are suddenly in much worse situation what comes to firing the torpedo(es).
Why is the submarine "cruising" in periscope depth? Because of it's long underwater range and fast speed

Attacking from the front of the beam looks ok, Submerging to 30 meters during attack run? Torpedo speed of 50 knots? Firing from about 500 meters sounds ok. Submarine should observe the result of the attack anyway, was the target armed or not, but surely not by surfacing if it's intention is not to finish the unarmed target with the deck gun.
