I think the reason for this is because the fuhrer didnt want anyone (especially u-boats) to rescue survivors, in fact, U-boat captains ordered survivors to be killed with the flak guns. Survivors that weren't killed would report the U-boats position with much eagerness

The last thing a survivor wants to do is work amongst the crew. Most likely they are injured or very fatigued. Not to mention, they would have little to no knowledge of the operations of a submariner.
