Personally I'd go home, tidy up and head out again a couple of days before the outbreak - get into a nice position to do some really nasty damage to the RN.
I think you're supposed to go out shoot a few target ships (although they may, iirc, shoot back once you've hit one, whatever the nationality) and return. I think GWX gives you the renown at the start to compensate for hitting your own shipping. Then get ready for war.
