You have to install mods. The unmodded game does not contain many docked ships.
For example Imrpoved U-Boat or U-Boat War Ace Campaign which have docked freighters etc.
At the moment i am reworking this campaign, especially all habours.
I have finished german, french, spanish, italian and north african harbours.
