Imagine, a President trying to spur on the opposing side in congress. First time that's ever happened.

I wonder, just what can a President do to "create jobs" outside of the Executive Branch. A quick review of Article II section 3 of the Constitution, all the President can do is make recommendations to the Congress. Don't see anything in the Constitution about the President having the power to "create jobs".

People seem to like to blame the President for not doing stuff he is not empowered to do. It is happening to Obama, happened to Bush, happened to Clinton, happened to.......

So can someone here tell me exactly what the President (any President) can do to create jobs other in his executive branch?
