You can turn off the external view cam in the realism settings and turn off the event cam in the game options back at the main menu,there should be a box next to event cam,i'm sure there is,but its been so long since I loaded the game that way,I load my game through the 'Commander' utility these days
I myself use external cam only for screenshots and don't use the event cam,it
can cause slowdowns sometimes.
