I have to feel if cheating on various operational readiness tests was rampant, we'd see the results in reduced readiness and increased accidents.

I cannot speak to conditions on the Memphis, but if any of the 3 COs I served under caught anyone cheating on a readiness exam, Captain's Mast would be the least of their problems.
