Do you have any AV or firewall applications that prevent software from altering other programs memory? If so, try disabling them temporarily and then run a test on Commander.
If it's not that, disable UAC (if you haven't already done so), and then run another test. Last but not least, try running Commander in compatibility mode.
If none of these sort the issue, then I'd be inclined to go with Steve and reinstall outside of the Program Files folder. Good luck!
