So far, the only real casualties of the so-called "War on Drugs" have been our wallets and our citizens; far more people have died using than have died vending, and far more money has been spent trying to stop something that the users don't want stopped.
Stopping the flow of illegal drugs into the country would have been good COIN training in the 70's and 80's, if we'd had the political will to risk a some unpopularity. Instead, we are learning counterinsurgency the hard way - by bleeding a lot - in full-on, far more warlike wars.
