Yup worked for me. This is another case of the stock game being confusing - it tells you in the voiceover campaign briefing that you'll base out of Lorient, but the game needs Lorient to be 'captured' by the Germans before you can go there. Heading there early shows you German air attacks on allied shipping in the area, didn't stick around long enough to see if a fleet turned up.
Eventually a few bases in France are captured, then the rest and the country turns blue.
