on a 24 hour clock such as the one shown in your picture, both numbers are shown (9) and (21) for that position on the clock so 9 am is also 2100 you just need to judge day or night for yourself and this type of clock face would work correctly.

First of all, that's not my picture. Nuc posted it.
Secondly, I couldn't see the extra numbers at first, but did after clicking the image and seeing the bigger version. So yeah, that clock face would work.
Ever since I figured out GIMP, I've been on a graphics editing kick. I'm working on another project right now, but when it's finished, I might take a look at the clocks.
