ummm, im not really following you there

but im guessing your speaking of the true 24 hour clock that uses 1 thru 24 and has 24 points on the clock face, yes that type of clock would never read correctly unless the files were heavily adjusted so 30 minutes equaled 1 hour to match the clock face.
on a 24 hour clock such as the one shown in your picture, both numbers are shown (9) and (21) for that position on the clock so 9 am is also 2100 you just need to judge day or night for yourself and this type of clock face would work correctly.
