Bubble, it should be in RSRD. I've had it in mine since playing RSRD. About the only time I see it is 44 in Formosa and Palawan shipping lanes. I think it replaces a light carrier platform, so you lose it and gain the other.
I'll check again, but I have it and know I've never added it.
