The helm station is located to the right of the watertight hatch leading into the radio room, as illustrated in this screenshot:
In Silent Hunter 3 it doesn't seem to be occupied by anyone (hidden behind the watch officer most of the time) but there is clearly someone at the post in Das Boot!
