The most I got was 6 goals and at that I managed to get just 5.

As long as you keep sending in Contact Reports, they'll keep giving you new mission goals. When I first started playing SHIV, I swear I must've completed 12 of them before I figured something must be wrong. Then, I searched the forum and learned to maintain strict radio discipline. Now, I only complete the first one, and then again, sometimes I don't.
Either way, I sink ships and still get credit, new subs, upgrades, etc.
