Seems the file hasn't been patched properly.
How can you be so positive without even having tested it?
In order to patch it for you (takes 3 minutes), I need from you:
* sh3.exe (original, unmodified)
* de_menu.txt (after installing all JSGME mods)
* en_menu.txt (after installing all JSGME mods)
Please put them into a zip archive or similar and upload the archive to somewhere. Then, provide me the link via PM.
In case you like my work, we can look in detail where your problem was in order for you to do it yourself in the future.
