Actually, it is my understanding that, historically, large Japanese convoys were the exception rather than the rule. That's not to say that large convoys never took place, just that the vast majority were small 2 to 5 ship convoys or unescorted singles. The IJN just didn't have the number of escorts needed to implement a large convoy standard like the allies did.
