For a long time I've used SetKeys, and don't see any option to change/follow sound-contact of a 'merchant'. Just 'nearest' and 'warship' as you mentioned. There's just a limit of commands available in SH3 I guess, no fault of SetKeys.
Still I really enjoy this util, with about 25 custom shortcut key-commands. It's nice to press the numlock "/" key, and get a quick weather report
Multiple commands (assigned to 1 key) are nice too.
