Where I live we have a good system for rubbish collection: Black bin for general waste, Green lid bin for cardboard/garden waste and a Green box for tins/glass jars/magazines etc. Bins are collected on alternating weeks and the rest goes into the 2 compost bins in the back garden.
The sucker who has this new bin outside their place could have it there as punishment for anti-social behaviour etc
