I read this in a sunday paper, I think it's a crap idea. A large bin outside some poor sucker's house, with a heavy lid being banged at all hours, or not lifted at all by some frail old lady who can barely cope with the current wheely bins.
I like the current arrangment with my local council, black bin for normal household waste one week, and a larger blue one for all recycling, and a green one for garden waste the next week. Except in winter when the green bin only gets collected once a month as we don't cut the grass!
Even better, the mileage behind the green bin is minimal - it gets taken to a composting site in the next village about 4 miles away.
As I said, the overly large bin outside anyone's house is a crap idea.
