The error is caused by an interface mod but I obviously am unaware of which one.

Did you clean out your registry files before installing the game?

IIRC Menu ID not found: 0x3f010022! is your menu1024_768.ini file calling for an object but it can't be found.

Using the Item ID number that the error throws up you can open the menu_ini in Notepad, hit Ctrl+F and enter the ID number. This will take you to the block which contains that information. From this block you can find the TGA file which is missing or altered.
