I wished our country allowed votes of non-confidence.

To me, the appropriate action is for his district to hold a special election. If the citizens in his district vote to keep him in congress, there you go. He is THEIR representative in congress. If they vote no, then he should be removed.

This would be problematic as I also understand there is a redistricting underway and his district may be split up.

Unfortunately our system does not allow for such voting. Probably would be a bad thing. Consider having a confidence vote for your congresscritter? There would be a confidence vote every single week for every member of congress.

Talk about term limitations!

In any case, there are only two bodies whose opinions should matter in this case.

1. The House of Representatives as a whole as he is a member of that chamber.

2. The citizens of district 9 as he is their representative
