Stick to the patrol areas you are assigned too, I did every patrol it asked me usually get 3 areas to patrol during each mission. On the fourth mission I was given the VIIC and my title went from promising to Ace. Of course I still sunk ships while on the patrol, an earlier campaign I just sunk ships without doing the assigned patrol areas and I still had the VIIA in the second campaign and title was still set at promising.
