Unfortunately not. Take a few of those examples.
Dispruptive behavior in class....is that for the school to deal with or should that be done at home? For that matter how can it be done at home?
Illegal drugs on school premesis.....is that parents or schools who must enforce that?
Weapons on school grounds......parents???????Are they supposed to search their own children at the school door every time their child walks through it?
How about that great one about disruptive parents at school functions? Should the other parents join together and beat the crap out of the ignorant pricks at the ceremony or should it be the school that deals with it.

What i meant was: The schools overreact in the worst way. Instead of stopping them and maybe serving detention, visit to the principal ect, they have these kids arrested, slapped with fines, and the charges are rediculous. Disruptive in class means a fine? Im GLAD my school had no where NEAR the ridiculous policies in some of these schools.
In the end, much of the punishment for some of these things should come down to the parents. The school gives em detention, or suspension for some things, and the parent grounds them or takes things away or gives them a good whacking. Not being slapped with misdemeanors, felonies (throwing an eraser is considered a DEADLY MISSILE, which is a felony? WHAT?) and often hefty fines. Brutal fights, vandalism, theft, ect. should be punished in such ways but come on now.
The schools dont LET parents decide much anymore. But moving away to a different district (its often an entire district who enforce policies) can be costly and sometimes not even an option.
