Probably stems back to the game not being able to incorporate "WolfPacks".
Remember in AOD....you would spot a Convoy ....and Report it. Next thing you know there are 3 other U-Boats in the area attacking with you. Since we can't create Wolfpacks.....(as far as i remember) sending reports is for our own amusement.
