So far, I haven't seen much reason to implement the arctic waters. I don't even know why they are in the game... How often did u-boats travel to the north pole?
It might be arctic waters in the Black Sea, but other than that, where else could we use it?
BTW - I think it is possible to add more sea types to the three already current seas... Sooo, is the Red Sea really red? LOL
