Not gonna happen, for the reasons torplexed pointed out.

Its possible UBi would licence another company to make an expansion pack - like they did with SH3. BUt if the game has sold as badly as people are saying then there are not going to be any takers.
Its sad to think that SHV and its engine has somewhat gone to waste, what is in there in there is pretty good, but it needs alot more.
Modders can only do so much as there are aren't many of them and they only have so much free time.

Bottom line is that SHV really needed another 6-12 months additional development time in the first place. It didnt get it, it got DRM'd and condemed by large proportion of its target audiance.
What ever happens in the future, its gonna be too little too late to 'turn it around' for the masses, that ship has sailed. When a game has doesnt have a good rep on release - it sticks like glue.
