I have never setup a Source Safe Server, I've only used them, so not really sure about web access.
I did work from home and accessed these servers to check out files for projects I worked on using PPTP connection to Corporate Proxy Gateway.
Client Software is required to access the Source Safe Server.

When you check out a file, it is D/L to your PC and the File on the server is locked until you check the file in again.
When you check the file back in, any changes you have made are U/L to the server and the file is unlocked allowing others to check those files out.
A history record of all changes made is kept for at least 14 days so changes can be rolled back if required.
Rollback can be done at the individual file level.

The Source Safe Server can also be setup to create scheduled backups. Typically keeping backups of the last 35 days at 7 day increments.
