Rules are rules. If the owner did not like the rules, the proper way would be to petition the legislation and get the law changed or be granted a waiver.
The intention of the flags is irrelevant.
How would people feel if this owner had all these flags saying "God hates Dead Veterans"? Would opinions change?
That being said, six flags does not seem to be excessive. She should be able to get a waiver. But she has to go through the proper channels.
