A Kaleun's choice; for myself medals are for things like a flak gunner that takes out several aircraft with low/little ammo.
Deck gunners that sink a target with little ammo.
A hydrophone man that makes that long distance detect of a convoy or tracks a warship at the right moment.
All are few examples...
Its your choice, rewards should not be impossible but SH3Cmdr is tempting program/tool to give 'em all Knights Cross for showing up sober after shore leave.
Historically I imagine its like the real service - a matter of the CO...
