Well The Frau is a instructor teaching at two colleges. The rampant plagiarism that is going on seems to indicate that a large group of people think it is acceptable.

Couple that with the larger number of people not in academia who probably don't really care about plagiarism and you can get a pretty sizable percentage of the population who would think like this.
