Are you sure? When I personally man the gun by walking down to the deck and left clicking on the gun (while its unmanned).... a short time after (3 seconds or so) my gunners join me.
You are correct about being able to select the 1,2,3 lines from the TAI map. Thanks for pointing this out. It's much easier than editing the useroptions.py

Heres a screen shot for how...
Click on the Icon marked 1, this will open the options.
Select the option marked 2.
The ? in pic is why I don't know how the fuel etc is obscuring your speed. As you can see mine is not obscured by the fuel etc.
BTW its Ctrl and F11 to take a screen shot. And the pic is found in your SilentHunter folder.
And to tell your men to man the guns.... ask the watch officer.

P.s. I just noticed something unusual in the pic with the TAI..... Look at the lighthouse and how its leaning almost a 45 degrees.
