I've noticed a correlation between empty and manned lifeboats, in most instances anyway, that seems to correspond with the magnitude of the explosion upon torpedo impact. Sometimes though, results
do defy any explanation.
I have had a couple of ships explode like an atom bomb, but sure enough, here come the survivors in their lifeboats. Go figure.
