Just enable(thru JSGME) GWX-Black Sea Campaign
or GWX-Indian Ocean Campaign (for the Pacific) if you want
only one of those theaters. The merged campaign will load
everything (Indian Ocean, Black Sea, Atlantic) with probably a huge increase in loading times.
If you load one of those individual campaigns, only ships in those areas will load, so if you are still sailing in the Atlantic, you will definitely be lacking a target rich environment-there will be no ships whatsoever in the Atlantic.
To transfer with a current career, you just have to use the transfer selection in the captain's office in-game. I'm not sure what you have to do with Commander though, if anything.
