It is getting close to be very, very irritating...!
If you enable show hidden files in explorer, you can go to
C:\ProgramData\Microsoft\RAC and delete files inside folders
PublishedData and
StateData.
This will force RAC to reset.
You may of course move the files instead, if you want to keep them - but I guess you probably won't?
