Nope.
AFAIK, eels loaded into the aft tubes stay aft. Internal aft reserves can only be loaded into the aft tubes. External aft reserves can only be transferred into the interior as additional aft reserves. I don't know whether this has ever been modded, or if modding it is even possible. I would imagine if so someone would've tackled it by now.
I would think that in real life, moving an aft torpedo forward (and vice versa) would be such an enormous job that it would not be undertaken except under very rare circumstances. If you're talking about an eel already inside the boat, I'm pretty sure this would involve taking it out of the boat completely, moving it from one end of the boat to the other over the deck or by floating it alongside, and then putting it back down into the other compartment. Just unloading external reserves from their storage compartments and putting them inside the boat was complicated enough.
Provided the eel tubes are undamaged and working, I'm not sure what the value would be in attempting it, vs. the time/risk/effort involved.
